Olmsted County HRA notice of public comment period and public hearing
The Public Housing Agency (PHA) Annual Plan is a comprehensive guide to Olmsted County Housing and Redevelopment Authority (HRA) policies, programs, operations, and strategies for meeting local housing needs and goals. The HRA invites the public to review and comment on the plan and Capital Fund Program. Comments from the public will be received until 5 p.m. on Wednesday, September 9, 2026.
The plan is available for review on the Olmsted County website at public notices and reports or in person during business hours, Monday through Friday, 8 a.m. to 5 p.m., at the Olmsted County office at 2117 Campus Drive SE, Rochester, MN.
Comments may be submitted by email to Program Manager Cari Kuehn at cari.kuehn@olmstedcounty.gov, by phone at 507‑328‑7171, or by mail at the address above. Comments or questions can also be provided in person at the same location during business hours.
A public hearing to review and receive comments on the plan will be held on Thursday, September 10, at 4 p.m. at the Olmsted County Housing and Redevelopment Authority Board of Commissioners meeting held at the Government Center, 151 4th St SE, Rochester, MN.
Olmsted County HRA to accept referrals for Housing Choice Vouchers from Olmsted County Housing Stability Team
From July 1, 2026 through September 30, 2026, Olmsted County Housing & Redevelopment Authority (OCHRA) will open its Housing Choice Voucher (HCV) waiting list to accept up to 15 eligible applications, by referral only, for its HCV program to those that meet its established local preference for Transitions, defined as individuals and families who are transitioning from another Olmsted County rental assistance program who would face undue hardship without rental assistance, are in good standing, and either no longer need the program’s supports or have utilized it to its maximum, while still meeting the HUD program requirements. Referrals will only be accepted from the partnering agency, Olmsted County Housing Stability Team. The referrals made by the above agency will be submitted by providing the required documentation and then placed on OCHRA’s waiting list in order of any applicable preference and application date/time.

From April 1, 2026 through June 30, 2026, Olmsted County Housing & Redevelopment Authority (OCHRA) will open its Housing Choice Voucher (HCV) waiting list to accept up to 15 eligible applications, by referral only, for its HCV program to those that meet its established local preference for Housing Stability, defined as elderly and/or disabled individuals and families who are rent burdened (paying more than 40% of their adjusted monthly income towards rent) while still meeting the HUD program requirements. Referrals will only be accepted from the partnering agency, Olmsted County Adult & Family Services. The referrals made by the above agency will be submitted by providing the required documentation and then placed on OCHRA’s waiting list in order of any applicable preference and application date/time.

Below is the Comprehensive Housing Needs Analysis for Olmsted County, Minnesota, conducted by Maxfield Research and Consulting, LLC. Five years ago, the Coalition released the 2020 Olmsted County Housing Needs Analysis by Maxfield Research & Consulting (“Maxfield”), identifying significant housing gaps. In response to that report, Coalition Partners announced a multi-year plan to stabilize the path to homeownership, ensure access to affordable rental housing, and invest in housing innovation to meet our communities’ housing needs.
