Olmsted County housing stability investments

September 21, 2023

The Olmsted County Housing and Redevelopment Authority (HRA) is taking a significant step toward addressing homelessness in our community by seeking a $10 million grant from the Minnesota Department of Human Services (DHS).

The grant, if approved, will be instrumental in funding a $12.5 million Housing Stability Center project at the Residences of Old Town Hall property.

Located at 607 E. Center Street in Rochester, the Housing Stability Center would offer comprehensive assistance to those in need. The center would combine emergency shelter services, housing support, and supportive housing to help Olmsted County residents find stable and secure housing.

“We are thankful for this opportunity that DHS is giving to agencies across the state,” said Olmsted County Planning and Housing Director Dave Dunn. “In partnership with the City of Rochester and other community partners like Catholic Charities of Southern Minnesota, we are hopeful this center will be a positive step forward to addressing homelessness in the area.”

“The Olmsted County Board of Commissioners recognizes the importance of this endeavor,” said Olmsted County Board Chair Gregg Wright. “Commissioners have a responsibility to provide housing opportunities and ensure HRA properties are integrated into neighborhoods. The board is committed to reducing homelessness so people can have a roof over their heads and stability in their lives.”

The grant application has been submitted, and DHS will announce the accepted applications in December 2023. Pending approval, construction of the Housing Stability Center could begin in the fall of 2024, with a target opening date in the summer of 2025.
