Olmsted County to move forward with vision planning for former Seneca property

Olmsted County is scheduled to release a Request for Proposals (RFP) to seek a qualified consultant to help shape the future of the former Seneca Foods property adjacent to Graham Park.  

The RFP will be posted on September 2, 2025, through Olmsted County’s electronic bidding system powered by IonWave Technologies (IWT). Proposals will be due by September 19, 2025. This process is designed to assist the Olmsted County Board of Commissioners in determining the best use of this prime property and inform long-term decisions. 

The selected consultant will analyze and evaluate options for the site. This assessment will consider market conditions, zoning and entitlement status, financial projections, development potential, and alignment with organizational goals.  

A key component of this work will be a strong community engagement process. The selected consultant will be expected to use innovative approaches to gather input and facilitate workshops for community development projects. This work will ensure residents, stakeholders, and county board members are actively involved in shaping the vision for the site.
