Health Care Assistance Programs - Medical Assistance and MinnesotaCare

Has COVID-19 affected your income or health insurance? Minnesota Department of Human Services and Olmsted County might be able to help. If you qualify, MNSure and MinnesotaCare can provide low-cost or no-cost health insurance. The Minnesota Department of Human Services manages these two government-sponsored programs.

Did you know?

All four medical insurance companies selling private health insurance plans on MNsure waive co-pays, co-insurance, and deductibles related to Coronavirus disease 2019 (COVID-19) diagnostic testing.

There are many types of Public Health Care Programs, including Medical Assistance (MA) and placement and waiver services.  To find out more, see the Minnesota Health Care Programs web page.

Find out if you qualify

If you have MNsure or MinnesotaCare

If your income has changed, your coverage might have changed. We need to know about any changes to your income to make sure you get the correct coverage.

If you do not have MNsure or MinnesotaCare

If you have lost or will lose your health insurance, you might qualify for a Special Enrollment Period (SEP). Other qualifying life events might also let you use the special enrollment period. Find out more information on the MNSure Special Enrollment Period (SEP) web page.

To apply online

Gather your information

  • Social security numbers (or document numbers for any legal immigrants that need insurance)
  • Employer and income information for everyone in your family. (for example, from pay stubs, W2 forms, or wage and tax statements)
  • Policy numbers for any current health insurance
  • Information about any job-related health insurance available to your family

Tip:  Download and print the MNSure Application for Health Coverage and Help Paying Costs document. The document contains the entire application, along with step-by-step instructions. You can use it as a guide for gathering all of the information you need before filling out the online application online.

The online application is fast and easy! You may be able to make real-time decisions using the online application. You can also get help online if you have questions during the application process.

Need help figuring it all out?

MNsure partners with trusted organizations across the state. People from these organizations, called navigators, are trained to provide free face-to-face help. They can help you apply for Medical Assistance, MinnesotaCare or a qualified health plan (with or without premium tax credits and cost-sharing reductions). To find a navigator in your area, use the MNsure navigator finder or call MNsure at 651-539-2099 or 855-366-7873 (855-3MNSURE).

You can also call the Olmsted County Family Support & Assistance office at 507-328-6500 and tell the person who answers the phone:

"I would like to talk to someone about getting low-cost health insurance."
