Olmsted County maintains high credit ratings from Moody’s

Olmsted County continues its Aaa credit rating streak – the highest possible rating – from Moody’s Investors Service.
In its latest ratings, Moody’s indicated a Aaa credit profile for Olmsted County.
These credit ratings equate to significant taxpayer savings by lowering the cost of borrowing for the county.
“This reaffirmation of our Aaa credit rating reflects our principled stewardship of public resources and our commitment to long-term financial sustainability,” said Olmsted County Chief Financial Officer Wilfredo Román Cátala. “It’s a recognition of the thoughtful planning, data-informed decision-making, and collaborative efforts that support our mission to build a safe, healthy, and welcoming community. Most importantly, it enables us to secure the lowest borrowing costs—delivering real savings to our taxpayers.”
Moody’s noted the following as Olmsted County’s credit strengths:
- Very strong financial position.
- Growing local economy.
- Strong institutional structure and an established history of prudent budget management.
“Earning the highest possible rating once again is a testament to the integrity, accountability, and service-focused mindset of our entire organization,” said Olmsted County Board of Commissioners Chair Mark Thein. “This rating empowers us to continue investing in the infrastructure and services that help our community thrive—while ensuring we remain responsible stewards of public funds.”
Municipalities have their financial conditions re-evaluated every time they issue new long-term debt. This rating was done in anticipation of $21.5 million in general obligation bonds to be sold on September 16, 2025. The proceeds of the bonds will be used for:
- Solid waste projects.
- Materials Recovery Facility (MRF).
- Waste-to-Energy facility renovations.
- Graham Park.
- Equipment.
- Costs associated with the issuance of the bonds.
The bonds are structured based on estimated useful life of assets financed and will result in rapid amortization.
2026 Olmsted County budget timeline
Residents can learn more about what the county is planning for 2026 and how it plans to use taxpayer funds. Below is the timeline of events as it relates to establishing the 2026 Olmsted County budget.
- September 16, 2025 - 6 p.m.: Certify the proposed 2026 levy for the Olmsted County Housing & Redevelopment Authority.
- September 16, 2025 - 6 p.m.: Certify the proposed 2026 levy for Olmsted County.
- December 4, 2025 - 6 p.m.: Truth in Taxation public meeting.
- December 16, 2025 - 6 p.m.: Olmsted County commissioners adopt the final 2026 budget and levy.
