Driver's license or state identification cards

For the State of Minnesota

Driver's licenses

The following driver's license services are offered at the Olmsted County Government Center:

  • Renewal of Minnesota driver's license (Enhanced, Real ID, and Standard).
  • Request duplicates for lost or stolen driver's license.
  • Address change on driver's license.
  • Name change on driver's license.

Application process

Read the following instructions all the way through before you begin.

1. What you need to bring

  • Your current driver's license (for renewals).
  • Your parent or guardian if you are under 18 years of age.
  • For name change you need a certified document (has a raised seal) that shows proof of each of your legal name changes. Acceptable proof includes a certified copy of a marriage certificate, divorce decree or dissolution of marriage, or a court-ordered name change
  • Proof of identification for new or changed license category (see list of acceptable documents).
  • Required documents for REAL ID or Enhanced License
  • Payment for fees

Proof of identity is not required for a lost or stolen license.

Fill out the online application for Standard, Real, or Enhanced Driver's Licenses and Real IDs:

If you want a license or ID of any type, use the PRE-APPLY option on the MN Driver & Vehicle Services web page. This is the first link under the "Driver's Services" section. Fill out the form, and then come to the Government Center to pass the vision test, get your picture taken, and pay the fees.

2. Arriving at the Government Center

The Government Center is located at:
151 4th Street South East
Rochester, MN 55904

On the day of your visit, use the Olmsted County Online Check-in system to secure an arrival time and help avoid crowded lines at the Government Center.


The web page will tell you what time to arrive and give you a ticket number to check in with when you arrive. That same number will be used to call you to the desk. You will also receive a text message with this number and arrival time.

3. What to expect when you visit

  • Follow the posted directions. They will tell you where to check in, where you will receive further instructions.
  • If you have questions, there will be staff available to direct you.
  • When it is your turn, you will be called to the desk.
  • After we have double-checked that everything is in order, we will administer a quick vision test.
  • After you pass your vision test, we will take your picture.

Fees for Driver's Licenses are:

  • Class A = $60.00
  • Class B = $52.00
  • Class C = $45.00
  • Class D = $41.00
  • Provisional driver's license = $32.50
  • Class D Provisional license upgrade to under 21 DL (with no violations on record $3.50 credit) = $37.50
  • Class D instruction permit = $24.50
  • Duplicate = $26.00
  • Motorcycle endorsement = $17.00
  • Enhanced-additional=$15.00

We accept credit cards. There is a 2.15% convenience fee for all credit card payments. We also accept cash and personal checks made payable to Olmsted County Vital Records.

State identification (ID Card for Minnesota)

The following state ID services are offered at the Olmsted County Government Center:

  • First time DL/ID card (Enhanced ID, Real ID, or Standard)
  • DL/ID card name change
  • DL/ID card address change
  • Get a duplicate DL/ID card if yours was lost or stolen

Fees for State ID Cards are:

  • Initial Application = $35.50
  • Renewal = $30.50
  • Duplicate = $26.00
  • Senior Citizen (65+) $32.00
  • Reduced Fee ID (Developmental, Mental or Physical Disabilities MS171.07, Subd. 3, para (e)) $0.50

We accept credit cards. There is a 2.15% convenience fee for all credit card payments
