The Olmsted County Planning Department administers zoning, building, well and septic for various areas of Olmsted County but not the entire county. For planning/building jurisdiction information, please visit the Jurisdiction Checker to determine who to contact for permitting administration. Our office does not issue building permits for the City of Rochester. Contact the Rochester Community Development office for permitting questions at 507-328-2600.
Effective July 2025, contractors may submit photos to planningweb@olmstedcounty.gov in lieu of an in-person inspection for the following types of equipment replacements:
