Building and Planning

Information about and applications for development, code inspections, land use, and zoning.

The Olmsted County Planning Department administers zoning, building, well and septic for various areas of Olmsted County but not the entire county. For planning/building jurisdiction information, please visit the Jurisdiction Checker to determine who to contact for permitting administration. Our office does not issue building permits for the City of Rochester. Contact the Rochester Community Development office for permitting questions at 507-328-2600.

Effective July 2025, contractors may submit photos to planningweb@olmstedcounty.gov in lieu of an in-person inspection for the following types of equipment replacements:

  • Air Conditioners

  • Heat Pumps

  • Mini Splits

  • Asphalt shingle re-roof

  • Residential re-siding

The Planning Department is here to support a thriving, safe, and sustainable community. We guide every phase of community development—from long-term planning to day-to-day permitting—with a focus on quality of life for all residents. Our key services include:

Affordable housing opportunities
We work to expand access to safe, quality housing that meets the needs of families, individuals, and seniors—regardless of income level.

Clean water and reliable wastewater systems
Ensuring every home and business has access to safe drinking water and effective sewage treatment is a top priority for public health and environmental protection.

Safe and sound buildings
Through building codes and inspections, we help ensure that homes, offices, and public spaces are structurally safe and built to last.

Smart, orderly growth
We coordinate development so that new homes, businesses, and public spaces are supported by roads, utilities, and other essential infrastructure.

Environmental stewardship
Our planning process protects natural resources, promotes green space, and supports sustainable development practices that benefit current and future generations.
