Olmsted County shares 2022 budget information

Olmsted County’s 2022 budget was approved by the Olmsted County Board of Commissioners on December 14, 2021. 

The 2022 budget for Olmsted County and the Housing and Redevelopment Authority (HRA) combined totals $281,915,654. Of this total, $116,757,218 is funded with county and HRA property taxes of $112,822,877 and $3,934,341 respectively. The remaining $165,158,436 of our budget comes from intergovernmental revenues, charges for services, transportation taxes, bond proceeds, reserves, interest income, and other miscellaneous sources. 

The county’s $112,822,877 property tax is a 4.9% increase over 2021. 

“During the COVID-19 pandemic, we did not raise property taxes in 2021 and our county put many projects on hold. The 2022 budget does include some necessary increases to ensure continuity of programs and services and important advancements in our work. We remain committed to using these resources wisely to achieve our county’s mission to provide the foundation of a vibrant community,” said Olmsted County Administrator Heidi Welsch.

2022 Olmsted County Budget in Brief: Provides an overview of the Olmsted County budget and assessed taxes by the county and other taxing entities. It also features examples of Olmsted County’s work to provide effective and efficient government using tax levy and other revenue.

2022 Olmsted County Truth in Taxation: Contains information about Olmsted County’s budget and levy. This presentation occurred in a public meeting on December 2, 2021 before the Olmsted County Board of Commissioners.

2022 Countywide Scorecard  and Olmsted County Board Priorities: Olmsted County has created a balanced scorecard to track measures of success impacting county operations that has been approved by our board of commissioners. The balanced scorecard contains measures and targets in each of four perspectives: customer/resident satisfaction and quality of life; financial stewardship; internal processes; and organizational capacity. 

In addition, each year the board of commissioners also approves a list of timely priorities across all county functions. While not an exhaustive list, the priorities serve as a guide to initiatives that are significant in helping to achieve Olmsted County's goals. 

2022 Olmsted County Legislative Priorities: The Olmsted County Board of Commissioners also adopted state legislative priorities for the 2022 session on December 14. The county sets priorities prior to each legislative session to help focus advocacy efforts on initiatives that will support the county’s mission and goals. The board prioritized 11 key issues for 2022 with the majority of them centering on infrastructure investments and assuring safe and healthy communities.

  • Maintain foundations of democracy: Provide fair property valuation and administer fair elections; provide access to documents of record; and provide access to remedy through the judicial system. 
  • Provide operational excellence: Develop our employees; use public resources wisely; and plan, adapt and respond effectively.
