County buildings open for business
Under Governor Walz’s Executive Order 20-81, masks are now required to enter any of our government buildings or when waiting outside to receive services. For a full description of the Executive Order and related exemptions, please visit the State of Minnesota website.
Visitors are asked to follow COVID-19 signage and protective measures in place to help ensure physical distancing guidelines are being followed. Further, we ask all visitors to limit the number of people accompanying them in the building.
Government Center
Olmsted County has opened the Government Center for the following in-person services.
Property Records and Licensing (PRL)
- Birth certificates/death certificates
- Marriage licenses
- Property tax services/payments: Residents can continue making payments at the drop-box located at the Government Center entrance.
- Recording of real estate documents
- Driver’s licenses/state ID cards
- Passport services
To increase efficiencies, enhance the client experience, and minimize lines of people in the Government Center building, anyone needing driver’s license services or passports can use the new Olmsted County Online Check-in system to schedule an arrival time.
Please note that the expiration date for any valid driver's license, instruction permit, provisional license, operator's permit, limited license, and farm work license that has expired during the peacetime emergency has been extended. The extension is good for two months after the month the peacetime emergency ends.
Sheriff’s Office
The Olmsted County Sheriff’s Office is now accepting permits to carry by appointment only. The Civil Warrants window on the second floor is also open.
The Civil Division of the Sheriff’s Office is still not accepting eviction paperwork as Executive Order #20-14 is still in effect under the Peacetime Emergency Declaration.
The public is strongly discouraged from making in-person criminal reports to law enforcement at the Government Center. Please continue to call the Communications Unit at 507-328-6800. As always, if you are in immediate danger, call 911.
Victim Services
In response to COVID-19, the Victim Services lobby will be closed to the public and we are not taking walk-ins at this time. However, we do want to support you with any advocacy needs that you may have. If you are in need of services, please call our 24/7 crisis line 507-289-0636 and you will be connected for remote services or set up for a future appointment. Our program is still providing crisis response to St. Mary's for Sexual Assault Exams, Law Enforcement, emergency court hearing appearances, and the Child Advocacy Center.
Minnesota Third Judicial District Court

The County Attorney's office reception area is now open to the public.

This building remains closed, but services are available.

This building remains closed, but services are available.

Building 2122
Offices in the 2122 building remain closed to the public but services are available.
- Building, well, and septic inspection services are available and can be scheduled online or by phone.

- For Soil and Water Conservation District, contact 507-328-7070.
- For the Planning Department (e.g. building, well and septic permits, and land use application submittals) contact 507-328-7100.
County Parks
- All county parks buildings are closed until further notice, including the Oxbow Park Nature Center and park offices.
- Zollman Zoo is open to the public from 10 a.m. - 4 p.m. daily.
- Oxbow Park (507-328-7340), Root River Park, Lake Zumbro Park, and Chester Woods Park (507-328-7050), and trails are still open.
- Camping is closed for the season but opens soon, (the 2021 season is April 30 to October 17). View the camping page for more information.
Graham Park facilities
Reservations at Graham Park are currently being accepted.
Waste-to-Energy Facility
Tours of the facility are currently on hold.
Hazardous Waste Facility
The Hazardous Waste Reuse Center has moved back to its original location at the Hazardous Waste Facility. The Reuse Center is open Tuesday through Saturday from 8 a.m. to 4:30 p.m.
Recycling Center Plus
The Recycling Center Plus is open Tuesday through Saturday from 8 a.m. to 4:30 p.m.
Compost site
The Compost Site is open daily from dawn to dusk.
Public Works Service Center
- The Public Works Service Center remains closed.
